more use than a Chinese copying clerk is in acting a Deputy Kegistrar of Marriages. Not that I think a Chinese would be in- capable of doing the work of a Registrar of marriages, but that i imagine European/might have a prejudice against a Chinese acting in such a capacity.

5. The trouble given to me personally by Mr. Builin's incompetence and the general dislocation of work in the office can be easily comprehended, and I am honestly of opinion that the Government would be justified in retiring Mr. Bullin and would be repaid bo doing so. He may be better qualified for other work. I believe he would be in teaching work, and the value of technical qualifications for a teacher is very apt to be exaggerat- -ed.

6. Mr. Bullin was appointed to the post of first clerk (1) because it was necessary to find a post of some kind for him and (2) because I recommended the appointment of a European

in order to relieve the Assistant registrar-General of the work of Deputy Registrar of Marriages but the pay is not such as wilí

induce a suitable Euor pean to take the post.

7. I would suggest a reference of this paper to

kr. Clementi and Mr. Fletcher, who have both had experience of Mr.

Bullin's work.
